About this opportunity

The City of Covington, Kentucky Department of Public Works, Fleet Management Division is soliciting competitive sealed bids for the procurement of fire fleet equipment through Invitation to Bid (ITB260304). The solicitation seeks bids for an estimated quantity of four (4) new or unused 2026 model year or newer Chevrolet Silverado LT 4WD EV vehicles, or acceptable equivalents, for use in the City's Public Works operations. Sealed bids must be submitted no later than 10:00 A.M. on Tuesday, April 7, 2026, to the Covington City Hall Finance Department, First Floor Lobby Window, 20 West Pike Street, Covington, Kentucky 41011, with public bid opening occurring at Covington City Hall Commission Chambers on the same date and time. All vehicles must be delivered FOB Destination to the City's Fleet Manager at 1730 Russell Street, Covington, Kentucky 41011, with award recommendation estimated to occur 30 to 90 days after bid opening. Bid pricing must be inclusive of all associated costs and fees, including delivery, gas, and title fees, and must remain firm for a minimum of 60 days after the bid opening date. Award determination will be made to the most responsive and responsible bidder based on weighted evaluation criteria: Net Bid Price (40%), Warranty Terms (20%), Anticipated Delivery Date (20%), Fuel Efficiency as published by the EPA/NHTSA (10%), and Operational Efficiency based on City fleet standardization objectives (10%). Bidders must demonstrate successful past performance providing similar goods to similar entities, be in good standing with the City per Ordinance No. 0-11-06, have no adverse claims or delinquent financial obligations to the City, maintain Commercial General Liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, and comply with Kentucky Workers' Compensation Insurance requirements, with liquidated damages of $50 per day per unit imposed for delivery delays beyond the bidder's stipulated anticipated delivery date.

A reciprocal preference will be afforded to resident bidders of the Commonwealth of Kentucky in accordance with KRS 45A.494, which may provide an advantage to Kentucky-based contractors responding to this solicitation. The solicitation does not specify set-aside designations for disadvantaged enterprises or other restricted bidder categories, nor does it identify any incumbent vendors or current contractors. No specific budget range or award value is provided in the solicitation documents; however, the contract structure allows the City to place multiple orders during the bidder's stated firm pricing period, which must be maintained for a minimum of 60 days post-bid opening. The City of Covington is exempt from sales and use tax as a certified governmental entity, which should be factored into pricing considerations by prospective bidders.
