About this opportunity
The Virginia School for the Deaf and Blind (VSDB) is soliciting bids for inspection, maintenance, and repair services on fire doors, fire dampers, and fire window shutter systems across its Staunton, Virginia campus under IFB #218:27-003, with sealed bids due November 16, 2026 at 1:00 PM and public opening on November 17.
The scope encompasses routine annual and four-year inspections and testing in accordance with NFPA 80 standards, emergency repair services, and installations across 330 fire doors (2026 inspection due), 123 fire dampers (2027 inspection due), and 29 fire window shutter systems (2026 inspection due). Contractor personnel must have a minimum of five years' experience and hold proper training and certification for all required inspections, testing, repairs, and installations.
Pricing requires a lump-sum annual cost covering inspection, maintenance, on-call services, and major repairs (labor only); a discount percentage off manufacturer's suggested list price for parts; and hourly rates for emergency repairs resulting from vandalism or acts of God. Labor for repairs is included in the lump-sum contract price except for emergency repairs and work outside the service agreement, which require prior written authorization. VSDB retains all replaced parts and reserves the right to bid repairs separately.
The contract term runs one year from award with four successive one-year renewal options. Work is conducted during normal business hours (8:00 AM to 4:30 PM, Monday through Friday); dormitory buildings are available only between 8:00 AM and 3:00 PM, and testing requiring audible alarms must be scheduled during school breaks. The contractor must maintain comprehensive insurance, including workers' compensation, general liability of $1,000,000 per occurrence and $2,000,000 aggregate, and employer's liability of $100,000.
An optional pre-bid conference is scheduled for October 29, 2026 at 10:00 AM at Healy Hall. The contract includes standard eVA vendor registration and transaction fees (1% capped at $1,500 per order for non-DMBE certified businesses).
