About this opportunity

The Veterans Home in Holyoke, a Massachusetts state agency, is soliciting proposals for preventative maintenance and inspection services on its Autocall fire detection and life safety signaling system under Massachusetts Operational Services Division TRD03 contract, with quotes due August 27, 2026 and a mandatory bid walkthrough on August 19, 2026 from 8:00 to 10:00 a.m.

Prevailing wage rates apply per Massachusetts Department of Labor Standards, with rates effective June 1, 2026 through December 4, 2028. All contractors and subcontractors must pay prescribed rates by trade classification, submit weekly payroll reports to the awarding authority, and maintain records for three years. Apprentices must be registered with the Massachusetts Division of Apprentice Standards.

The scope covers the 234-bed long-term care facility's fire detection and life safety system, requiring quarterly, semi-annual, and annual testing and maintenance cycles in compliance with NFPA 72, NFPA 101, 527 CMR 1.00, and CMS life safety code requirements. Services encompass the main fire alarm control panel, backup battery systems, smoke and heat detectors, manual pull stations, audio/visual notification appliances, duct smoke detectors, door release mechanisms, waterflow switches, digital alarm communicator transmitters, and bi-directional amplifier systems. All services must be scheduled at least 48 hours in advance and adhere to healthcare-facility infection control and resident safety protocols. Device-by-device inspection reports in NFPA 72 format are due within five days of completion; deficiency reports with repair quotes and coordination with the Holyoke Fire Department are required for any system outages exceeding four hours. Battery replacement is required every five years.

Bids must explicitly itemize standard business-hour labor rates, after-hours emergency rates, and holiday rates. An optional emergency response component may be included, requiring 24/7/365 availability with guaranteed one-hour phone response and two-to-four-hour on-site technician response times. The contractor must maintain detailed on-site documentation and coordinate with facility nursing staff to minimize disruption during audible testing.
