The contractor must substantially complete all work within 60 calendar days from the Notice to Proceed, with normal working hours Monday through Friday from 8:00 a.m. to 5:00 p.m. Eastern Time.

Bids require two-step submission: Step 1 consists of sealed hard-copy documentation (Form of Bid, HUD-5369-A certifications, bid bond if bid exceeds $100,000, and Section 3 documentation) submitted to 307 Martin Luther King Jr. Drive, Lumberton, NC 28358, Attention: Barbie J. Bid bonds equal to 5% of bid price are required for bids exceeding $100,000; the successful bidder must provide performance and payment bonds at 100% of contract price or alternative bonding (50% separate bonds, 20% cash escrow, or 25% irrevocable letter of credit). Progress payments occur at 30-day intervals with 10% retainage withheld until project completion.

A pre-proposal meeting and site tour is scheduled for June 25, 2026 at 2:00 p.m. Questions are due June 30, 2026 at 12:00 p.m. The anticipated Notice to Proceed will issue approximately 30 days after the bid submission deadline.
