About this opportunity

The City of South Fulton, Georgia is requesting proposals for fire apparatus refurbishment, rehabilitation, diagnostic, overhaul, repair, modernization, and return-to-service support for city-owned Fire Rescue apparatus on an as-needed basis under RFP 26-29, with proposals due August 6, 2026 at 2:00 p.m. Eastern Time. A local proposer preference applies in award evaluation.

Proposers must demonstrate a minimum of five years of fire apparatus maintenance, refurbishment, or rehabilitation experience and municipal emergency vehicle service capability. The scope encompasses engine diagnostics and overhaul, emissions system repair, transmission and drivetrain maintenance, brake system service, HVAC repairs, fire pump and waterway system rehabilitation, aerial device maintenance, electrical and emergency systems diagnostics, structural repairs, and welding/fabrication work. Services target 2014 and 2016 Spartan Gladiator pumpers and ten to twelve-year-old pumpers requiring refurbishment to reserve status. All technicians must be appropriately licensed, and proposers must maintain a properly equipped service facility with secure gated storage. Proposers must comply with NFPA standards 1911, 1912, and 1914 with independent UL Laboratory certification for pump testing and aerial certifications at vendor expense. A minimum 12-month workmanship warranty is required.

The initial contract term is one year from notice to proceed, with the City holding an option to renew for up to three additional one-year terms subject to satisfactory performance and available funding. The cost proposal evaluation will apply a formula weighting the lowest overall cost at 15 points maximum; evaluation also considers qualifications, technical capability, past performance, and operational approach. Labor rates, service-specific pricing, parts markups (OEM, aftermarket, and remanufactured), and travel charges must be fully burdened and inclusive of overhead, administrative costs, and profit. Insurance requirements include workers' compensation at $1 million per employee, commercial general liability at $2 million per occurrence, and auto liability at $2 million per occurrence, with the City named as additional insured. Proposers must comply with the Illegal Immigration Reform and Enforcement Act and E-Verify requirements and provide proof of Georgia business authorization. A non-mandatory pre-proposal conference is scheduled for July 8, 2026 at 10:00 a.m. via Microsoft Teams. Written questions are due July 15, 2026 at 3:00 p.m. Eastern Time, with answers posted by July 23, 2026.
