About this opportunity
Rockdale County, Georgia Finance Department is soliciting bids on Fire Ant Inspection, Treatment, and Control Services across county-owned designated properties under ITB 26-10, with bids due November 5, 2026 at 2:00 p.m. and a mandatory pre-bid conference on October 21, 2026 at Johnson Park Recreation Center in Conyers.
Contractors must hold all required state pesticide application licenses and employ licensed pesticide applicators. The scope includes thorough inspection of assigned sites to identify fire ant mounds and activity; application of EPA-approved insecticides labeled for fire ant control; routine treatments at minimum seven-week intervals during peak season (March–December); emergency or spot treatments within 48 hours of notification; and retreatment at no additional cost if infestations persist within 10–14 days of service. Services must be coordinated with Park and Recreation Staff to schedule treatments during low-use periods. Contractors supply all labor, equipment, materials, and chemicals and must provide monthly service schedules in advance and monthly service reports detailing dates, locations treated, treatments applied, observations, and recommendations.
The contract term is one year with two additional optional one-year renewal periods. Price increases are subject to County review and Board of Commissioners approval before each renewal. All pricing is fixed through the initial contract term. Bidders must submit pricing for both routine monthly treatment and emergency treatments on the Bid Form.
Award is made to the responsible offeror whose bid represents best value under a past performance, quality, and price trade-off evaluation process. Rockdale County's Local Vendor Preference Policy allows local vendors to match the low bidder's price if within five percent or receive an additional five points in evaluation scoring.
Bidders must submit proof of current business license, a notarized Contractor Affidavit regarding E-Verify compliance under O.C.G.A. 13-10-91(b)(1), at least three project references with similar experience, and a Local Vendor Preference Affidavit if claiming local vendor status. Contractors must maintain comprehensive liability and workers' compensation insurance with minimum limits of $1,000,000 per occurrence, naming Rockdale County as Additional Insured. Sealed bids are due on USB Flash Drive in Adobe PDF format.
