About this opportunity
The California Employment Development Department (EDD) is requesting bids for fire and intrusion alarm monitoring, annual fire alarm inspections, and as-needed alarm maintenance and repair services at its facility located at 645 Salem Street, Chico, California, with bids due October 6, 2026 by 3:00 p.m. (PT). A 5% bid preference applies to certified Small Business/Microbusiness (SB/MB) and Small Business/Nonprofit Veteran Service Agency (SB/NVSA) firms, and an incentive is available for California certified Disabled Veteran Business Enterprise (DVBE) participation.
The awardee must hold UL certification for monitoring, maintaining, repairing, and testing fire and intrusion alarm systems and maintain a valid California C-7 or C-10 State Contractor's License. Services include 24-hour daily alarm testing, annual fire alarm inspections in compliance with NFPA 72 standards, and emergency and routine maintenance during normal business hours (8:00 a.m. to 5:00 p.m., Monday through Friday, excluding state holidays). All travel costs (time, mileage, and per diem) and software support must be included in quoted rates; material costs may reflect up to a 10% contractor markup with receipts required for reimbursement.
The contract term runs November 1, 2026 through October 31, 2029 (three years), with no renewal options. Award is anticipated the week of October 12, 2026. Pricing consists of three components: monthly fire and intrusion alarm monitoring cost, annual fire alarm inspection cost, and hourly rate for as-needed maintenance and repair calls. Award goes to the lowest responsible bidder. General liability, workers' compensation, and automobile liability insurance must each carry $1,000,000 limits.
Questions are due September 24, 2026 by 5:00 p.m. (PT), with responses due September 30, 2026. Site inspections are recommended and can be arranged by contacting Jeffery Galbraith at (916) 296-3254 between 8:00 a.m. and 5:00 p.m., Monday through Friday. No subcontracting is permitted without prior approval, except for certified small businesses or DVBEs provided subcontracting does not exceed 25% of the total bid.
