About this opportunity
The North Carolina Department of Adult Correction's Division of Prisons is requesting sealed lump-sum proposals for complete replacement of the fire alarm system at Anson Correctional Institution, located at 552 Prison Camp Road, Polkton, North Carolina (SCO #25-29803-01A), with proposals due September 3, 2026 at 2:00 PM. Attendance at a mandatory pre-bid meeting on August 20, 2026 at 10:00 AM at the facility is required; failure to attend disqualifies bidders.
The scope encompasses furnishing all labor, material, and equipment for the complete fire alarm system replacement. Sealed proposals must be submitted as lump-sum bids for a single prime contract to the office of DECM (Attention: Esh Movahed, PE) at 2020 Yonkers Road, Raleigh, North Carolina.
General contractors must hold proper licensing classification under North Carolina General Statutes Chapter 87, Article 1. Contractors licensed under GS87-Arts 2 and 4 (Plumbing, Mechanical & Electrical) may bid as single prime contractors on public buildings where the general construction value does not exceed 25% of total construction value.
Bidders must submit a cash deposit or certified check equal to not less than 5% of the proposal amount, or alternatively provide a bid bond of 5% executed by a North Carolina-licensed surety company. Upon award, the successful bidder must execute a performance bond and payment bond for 100% of the contract price. Payment will be made based on 95% of monthly estimates, with final payment upon completion and acceptance of work.
Complete plans, specifications, and contract documents are available for inspection at the North Carolina Department of Adult Correction, Associated General Contractors offices, McGraw-Hill Dodge Corporation, and Reed Construction Data. Qualified prime bidders may obtain documents upon deposit of $150.00 in cash or certified check, with full refund contingent upon return of documents in good condition within ten days of the bid date. All bids are binding for 30 days following the scheduled closing time.
