About this opportunity

The North Carolina Department of Adult Correction is requesting sealed bids for fire alarm system replacement at Bertie Correctional Institution in Windsor, North Carolina, with proposals due May 27, 2026 at 10:30 a.m. Attendance at a mandatory pre-bid meeting on May 7, 2026 at 10:30 a.m. at the facility is required; failure to attend disqualifies bidders from participation.

General contractors must hold either Intermediate or Unlimited license classification under G.S. 87-1 from the NC General Contractors Licensing Board. Contractors specializing in Plumbing, Mechanical, or Electrical trades may bid as single prime contractors on public building projects where general construction value does not exceed 25% of total construction value. Bidders must submit the Identification of Minority Business Participation form with either Affidavit A or B; failure to complete these forms is grounds for bid rejection.

Bids will be received on a lump sum basis for a single prime contract. A cash deposit or certified check equal to not less than 5% of the proposal amount, or alternatively a 5% bid bond from a North Carolina-licensed surety company, must accompany each proposal. Performance and payment bonds are required for 100% of the contract price. Payment will be made based on 95% of monthly estimates with final payment upon completion and acceptance of work. No bid may be withdrawn for 60 days after the scheduled closing time.

Complete plans, specifications, and contract documents are available for inspection at the North Carolina Department of Adult Correction-DECM offices and through multiple online plan rooms (isqft.com, dodge.construction.com, bidclerk.com, theinstitutenc.org, mmcaofcharlotte.org, and speedyblue.com). Qualified prime bidders may obtain documents upon deposit of $150.00 in cash or certified check, with full deposit refund provided all documents are returned in good condition within ten days after the bid date. The project is identified as SCO # 25-29807-01A.
