The scope spans 24/7 monitoring of fire alarm systems at 16 facilities including the Doral Government Center, Police Department, Training Center, multiple parks, and the Cultural Arts Center; annual inspections and testing per NFPA standards; system repairs and certification documentation; response to non-emergency calls within 48 hours and emergency calls within four hours; and daily alarm reports to the City. Audible device testing at City Hall and Police Department must occur after business hours.

The initial contract term is three years with City options to renew for three additional one-year periods, for a possible six-year duration. Pricing must remain fixed throughout the initial term, though the City reserves the right to negotiate reduced prices and adjust pricing upon renewal based on market trends or pricing indices. The City reserves the right to award to up to two vendors (primary and secondary) and to add or remove facilities with comparable pricing adjustments.

Bidders must provide at least three performance evaluation surveys from current or former clients and meet minimum insurance requirements: commercial general liability of $1,000,000 per occurrence, business automobile liability of $1,000,000 combined single limits, workers' compensation per Florida statute, umbrella/excess liability of $3,000,000, professional liability of $2,000,000, and cyber liability of $1,000,000. A non-mandatory pre-bid conference is scheduled for August 20, 2026 at 11:30 a.m. via Microsoft Teams. Questions are due August 26, 2026 at 2:00 p.m. Award will go to the lowest responsive and responsible bidder.
