About this opportunity
Greenville County is seeking proposals for a Finished Facility Signage contract through RFP #23130, targeting signage for over fifty park locations managed by the County Parks, Recreation, and Tourism department. The procurement seeks a vendor capable of producing various sign types including entrance, rules, and information signs across multiple dimensions, with specifications detailed in Attachment B of the solicitation. Required signs must be constructed using 0.080 Piedmont Sign Grade AluPOLY ACM material, feature digital prints on 7-year High Performance Vinyl Film, and include reflective borders and text. The contract is structured as a one-year initial term with potential for four additional annual renewals, with the County reserving the right to award to one or multiple vendors. Proposals are due electronically by June 12, 2023, at 3:15 pm, with a tentative award date of June 19, 2023, and a contract start date of July 3, 2023. Vendor evaluation will be based on five equally weighted criteria: responsiveness to RFP, experience and past performance, references, cost, and delivery timeline, with each criterion representing 20% of the total scoring.
While no specific set-aside designations or restrictions for disadvantaged enterprises are explicitly mentioned in the documents, vendors must provide comprehensive documentation including company structure, references, and insurance documentation. The procurement requires vendors to complete a Substitute W-9 form and comply with local and state regulations. The signage project incorporates specific branding requirements, including adherence to the Greenville County Parks and Recreation (CountyRec) logo design and color palette as outlined in Attachment A. Although a specific budget range is not provided, the RFP includes unit pricing for different sign types and allows for potential expansion of signage and related services. The contract will require vendors to demonstrate technical capability to produce signs matching the detailed specifications, including specific material grades, printing techniques, and design conformity to the CountyRec visual identity guidelines. Insurance requirements are comprehensive, mandating general liability, automobile liability, and worker's compensation coverage, with Greenville County to be named as an additional insured party.
