About this opportunity
The Olympic Peninsula YMCA is requesting proposals for financial modeling and feasibility consulting services for the Joe Rantz Youth Housing and Family Resource Center, a proposed co-located youth housing and family resource campus in Sequim, Washington, with proposals due November 13, 2026.
The scope encompasses comprehensive financial feasibility analysis supporting a multi-phase residential and day-service campus designed to serve approximately 38 residential youth at a time and over 100 individuals daily. Project components include a Family Resource Center, a HOPE Center providing short-term emergency shelter for youth ages 12–17 (approximately 16 units), a Transitional Living Program for unaccompanied homeless youth ages 16–17 (approximately 16 units), and future phases including an Adolescent Transitional Living Program and housing for pregnant or parenting youth. The consultant will deliver a refined total development budget (preliminary range $33.8 million to $44.25 million), a 10-year operating pro forma (5-year for certain programs with preliminary annual operating costs of $1.8 million to $2.6 million), revenue feasibility analysis, partner contribution models, scenario and sensitivity analyses, and an editable Excel financial model with supporting documentation. The analysis must address potential funding sources including state and federal public funds, foundation grants, philanthropy, and tax credit opportunities, along with comprehensive risk assessment and sustainability planning.
Evaluation criteria are demonstrated relevant experience (25%), technical approach and financial model quality (25%), Washington-specific regulatory and funding knowledge (15%), work plan and capacity (15%), and fee proposal and cost reasonableness (20%). The anticipated contract start date is November 25, 2026, with the final report due March 20, 2027, and contract end March 30, 2027. Funding is contingent on availability and formal approval; no federal or state funding has been awarded as of the RFP release date.
