About this opportunity

The California Transportation Commission (CTC) is seeking a contractor to conduct financial feasibility reviews for High Occupancy Toll (HOT) lanes projects across California under a competitive procurement process. The primary objective is to obtain expert consulting services that will evaluate project proposal reports from various agencies and provide independent assessments of fiscal viability and alignment with CTC's approval criteria. The contractor will be required to produce detailed reports for each individual task order, analyzing the reasonableness of information presented by applicant agencies and concluding whether proposed projects meet CTC's scope and policy guidance. Evaluation of proposals will be conducted on a 100-point scale, with 60 points allocated to demonstrated knowledge and expertise and 40 points to cost considerations. The solicitation is structured as a Request for Proposal (RFP) with proposals due by 10:00 a.m. PST on August 20, 2025, and an anticipated contract award during the week of September 3, 2025. The contract period will run from September 1, 2025, through December 31, 2026, with contractors expected to complete individual project reviews within 30 days of receiving each task order.

The procurement includes specific set-aside provisions that provide competitive advantages to certain business types, including a 5% Small Business Enterprise (SBE) preference and a Disabled Veteran Business Enterprise (DVBE) incentive program. Proposers must complete multiple attachments, including certification forms, references, and cost worksheets, and must comply with various state regulations concerning conflict of interest, taxpayer status, and sanctions. The contract is funded through state transportation resources and is subject to budget appropriations, with potential termination if sufficient funds are not allocated. The maximum contract value is set at $49,900, with funding contingent on ongoing state budget allocations. Proposers must also adhere to additional regulatory requirements, such as provisions related to Russia sanctions and state-mandated compliance protocols. While no incumbent vendor is specifically mentioned, the contract represents a specialized consulting opportunity for firms with expertise in transportation infrastructure financial feasibility analysis.
