About this opportunity

The University of Hawaii System is requesting proposals for a comprehensive cloud-based financial budgeting, planning, and management software solution under RFP No. 27-6284, with proposals due November 23, 2026 at 2:30 p.m. Hawaii Standard Time through Hawaii's HIePRO procurement system.

The solution must integrate with the University's Kuali Financial System (KFS) and Oracle PeopleSoft systems. Required capabilities include multi-year financial forecasting (minimum six years), scenario modeling, role-based access for approximately 400 fiscal administrators and 70 supervisors across ten campuses, and advanced reporting and analytics functionality. The vendor must deliver software, implementation services, training, documentation, and ongoing support. SOC 2 Type II compliance, secure single sign-on, role-based access controls, disaster recovery provisions, and full data ownership by the University with strict data privacy protocols are mandatory.

Offerors must have a minimum of five years of continuous experience providing financial budgeting solutions for comparable higher education institutions and demonstrated experience integrating with enterprise resource planning and human resources systems. References must include three higher education institutions of comparable size and scope, with preference for institutions utilizing KFS and Oracle PeopleSoft.

The initial contract term is three years with implementation expected within twelve to eighteen months from the Notice to Proceed, followed by optional renewal for two additional one-year periods upon mutual written agreement. Offerors must provide a five-year total cost of ownership broken into one-time implementation expenses, annual software licensing fees, and annual support and maintenance costs.

The University will evaluate proposals on 100 initial points: technical solution and approach (30 points), experience and qualifications (20 points), project management and support (15 points), data security and compliance (10 points), cost proposal (15 points), and past performance and references (10 points). The top four finalists will advance to live demonstrations between December 3–24, 2026, evaluated on an additional 20 points. Offeror selection is anticipated in January 2027.

Questions are due October 28, 2026, with responses posted by November 4, 2026.
