About this opportunity
PENNVEST is seeking a qualified financial auditing firm to provide comprehensive independent annual financial audits for their organization. The procurement opportunity, identified as State Local Contract Opportunity ID 660c8bd23e524150140a15ba, requires the selected contractor to perform several critical auditing functions. These include conducting annual financial statement audits in compliance with GAAP and GAAS, performing audit procedures on required supplementary information and management discussion and analysis as prescribed by GASB, and executing compliance testing on Federal State Revolving Loan Programs according to EPA guidelines. The contractor must also be prepared to address inquiries from banks, rating agencies, and other interested parties regarding the audited financial statements, and proactively inform PENNVEST about new or changing accounting principles that could impact the organization. The contract specifically requires detailed auditing of the 1990 Authority Revenue Bond Indenture and the 2010 PENNVEST State Revolving Bond Indenture, including Commercial Paper. The opportunity is located in Dauphin County and Harrisburg City, Pennsylvania, with a posted date of September 5, 2023, which also serves as the proposal due date.
While specific set-aside designations are not explicitly detailed in the procurement notice, the opportunity appears to require specialized financial auditing expertise and professional certifications. The contract seems targeted at established accounting firms with experience in governmental and infrastructure financial auditing, particularly those familiar with state revolving loan fund mechanisms. The scope of work suggests a comprehensive and complex auditing engagement that would likely require a firm with significant governmental accounting experience. Although the exact award value is not specified, the detailed requirements and multi-faceted auditing responsibilities indicate this is likely a substantial contract with potential for multi-year engagement. The procurement is focused on technical competence, with an emphasis on understanding complex financial instruments, governmental accounting standards, and the specific nuances of PENNVEST's financial structures.
