About this opportunity

Huron Valley Schools, in partnership with the CoPro+ cooperative purchasing program managed by the Public Procurement Institute of Michigan, is requesting proposals for financial and compliance auditing services under RFP HV-946-09042026, with proposals due November 6, 2026 at 12:00 PM Eastern Time. The resulting Master Agreement will function as a statewide cooperative contract available to other government municipalities and school districts.

Proposers must be properly licensed to practice public accounting in Michigan, affirm independence per AICPA and Government Auditing Standards, submit current external peer review reports, maintain Government Auditing Standards continuing education compliance, and provide three references for public school audit engagements within the past five years. These are mandatory requirements.

The scope covers annual financial audits, single audits when required, and compliance audits for fiscal years ending June 30, 2027 and beyond. Preliminary audit fieldwork must commence before June 30 each year; final fieldwork begins approximately September 5, with the majority of work completed by September 20 to meet state deadlines. Auditors must attend and present at one Finance & Operations Board Committee meeting and one Board of Education meeting annually. The contract term is three years with two one-year renewal options.

Pricing must be submitted separately for each contract year with firm hourly rates and total annual project costs that remain fixed throughout the year. Pricing must include detailed breakdowns for planning and risk assessment, internal control testing, fieldwork and data analysis, compliance testing, audit report preparation, presentation and consultation, and any additional services. All pricing must exclude sales tax and federal excise tax and include a 2% administrative/remittance fee payable to PPIM.

Evaluation uses a 100-point scale: Scope of Work and Requirements (15 points), Company Profile (15 points), References (25 points), Vendor Questionnaire (15 points), and Pricing (30 points). Award may be made to one or multiple vendors. Questions are due October 19, 2026 at 12:00 PM Eastern Time, with answers posted October 26. Huron Valley Schools reserves the right to reject any or all proposals. All contractor personnel must undergo criminal background checks before entering school grounds.
