About this opportunity
The Freetown-Lakeville Regional School District is requesting proposals for a financial Agreed-Upon Procedures engagement with proposals due October 23, 2026 at 11:00 a.m. The engagement is a response to significant Central Office turnover from 2023–2025, budget omissions identified during FY25 budget development, and material weaknesses in internal controls reported in the District's annual independent financial statement audit.
Responding firms must have at least ten years of experience providing governmental auditing, agreed-upon procedures, or forensic accounting services to Massachusetts municipalities and K-12 school districts, with demonstrated expertise in governmental internal controls, financial reporting, and Massachusetts regulatory compliance.
The scope covers the District's financial operations for the period July 1, 2022 through June 30, 2025. The engagement will evaluate internal controls and compliance related to cash receipts and deposits, cash disbursements, payroll processing, journal entries, budget development and transfers, assessment review calculations, significant and unusual transactions, and duplicate or redundant payments. The District will assess these processes against Massachusetts General Laws and Department of Elementary and Secondary Education guidance.
Cost proposals should include fixed professional fees, hourly rates if applicable, estimated reimbursable expenses, and any optional services. Evaluation criteria include firm qualifications and certifications, experience with similar Massachusetts engagements, technical understanding of governmental accounting and Massachusetts laws, methodology quality and practicality, independence and objectivity, schedule feasibility, and overall value and cost-effectiveness. Proposals should be submitted to John Higgins, Director of Finance and Operations, at jhiggins@freelake.org.
