About this opportunity
This procurement opportunity is a Request for Proposals (RFP) issued by East Carolina University (ECU) in Pitt County, North Carolina for financial advisory services. ECU is seeking a vendor to provide services for investing a portion of its available institutional trust funds, estimated at up to $150 million, into U.S. Treasury bills, notes, and bonds to optimize the rate of return on cash balances. The selected vendor will be required to limit interest rate risk by focusing on shorter-term holdings, generally less than 2 years. The contract will be for an initial one-year term with options to renew for up to two additional one-year periods. Proposals are due by August 21, 2024, and the RFP outlines specific requirements related to pricing, financial stability, HUB participation, vendor experience, and references.
This RFP does not appear to have any set-aside designations or restrictions on the types of organizations that can respond. The RFP does not name any incumbent vendors or current contractors, and it does not indicate any existing infrastructure or technology that requires integration. The RFP states that ECU has approximately $150 million in funds available for investment initially, with amounts thereafter dependent on the University's needs and available returns.
