About this opportunity
The Texas Department of Housing and Community Affairs (TDHCA) is seeking to engage a qualified financial advisor to provide services primarily related to its single family bond finance activities and TBA program, as well as its multifamily bond finance activities. The selected respondent will be expected to provide knowledgeable and prudent advice and recommendations to TDHCA in connection with the structuring, issuing, and managing of its bond indentures, TBA program, and related instruments. Key requirements include a minimum of 5 years of experience working with state single family homeownership programs and multifamily bond programs, as well as exceptional analytical, quantitative, and reporting capabilities. The anticipated contract term is 2 years, with three 1-year extension options. Proposals are due on October 18, 2024, and the anticipated contract execution date is November 15, 2024, with work commencing on December 1, 2024. TDHCA will evaluate proposals based on criteria such as the respondent's commitment to housing finance, analytical capabilities, advisory experience, and competitiveness of fees.
TDHCA has determined that Historically Underutilized Businesses (HUB) subcontracting opportunities are probable for this procurement, and respondents must submit a HUB Subcontracting Plan (HSP) as part of their proposal. The HSP requires respondents to identify subcontracting opportunities, indicate the percentage of work expected to be subcontracted to Texas certified HUBs and non-HUBs, and demonstrate good faith effort in notifying HUBs and trade organizations of subcontracting opportunities. The contract value or budget range is not specified in the provided information.
