About this opportunity

The state and local contract opportunity is a procurement issued by the Dallas Area Rapid Transit Authority (DART) in Dallas County, Texas, specifically for the acquisition of a specialized film measuring 21.31 inches wide by 35.31 inches high, referenced as Glass 09-003-435. The solicitation was posted on August 24, 2025, with a proposal submission deadline of August 27, 2025. Potential vendors must complete Bonfire registration to access detailed bidding information and must follow strict submission protocols outlined in the procurement documents. The procurement requires vendors to submit comprehensive pricing with FOB Destination shipping terms, ensuring all freight costs are included in the overall price. Vendors must meticulously prepare invoices with specific documentation, including purchase order numbers, item descriptions, quantities, unit prices, and extended totals, and submit them electronically to APInvoices@dart.org.

The contract opportunity does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. Vendors must comply with DART's comprehensive Purchase Order Terms and Conditions, which include provisions for equal opportunity employment and certifications regarding contracts with foreign terrorist organizations and Israel boycott restrictions. Payment terms are standardized at Net 30, with invoices processed 30 days from receipt or order completion. The procurement includes robust termination clauses, allowing DART to cancel the order for vendor non-performance, and requires vendors to provide warranties ensuring merchantable quality and full compliance with specified requirements. While no specific award value is mentioned in the available documentation, vendors should be prepared to meet stringent delivery schedules and quality standards, with time and delivery rates considered essential elements of the contract performance.

DART does not typically accept FOB Origin or Prepay and Add terms. **Delivery Terms Notice -** Time and rate of deliveries are of the essence of this order. Invoices shall be submitted (APInvoices@dart.org) in triplicate (one copy shall be marked 'Original"), unless otherwise specified, and shall contain the following information: purchase order number; item number; purchase order description of supplies, services, or construction; sizes; quantities; unit prices; and extended totals. Unless otherwise specified, payment will be made on partial deliveries accepted by the Authority when the amount due on such deliveries so warrants. *Invoices will be paid 30 days from receipt of the invoice or 30 days from receipt of the order, whichever is later, unless other payment terms have been agreed upon in writing.* **Termination for Default Notice -** The Contracting Officer may by written notice terminate this order, in whole or in part, for failure of the Seller to perform any of the provisions hereof within the time periods specified. In such event, the Seller shall be liable for damages, including the excess cost of reprocuring similar supplies or services or completing construction; provided that, if (i) it is determined for any reason that the Seller was not in default, or (ii) the Seller's failure to perform is without his and his subcontractor's control, fault, or negligence, the termination shall be deemed to be a termination for convenience under paragraph 12. As used in this provision, the term "subcontractor" and "subcontractors" means subcontractors, vendors, and suppliers at any level.
