About this opportunity

The Michigan Department of Technology, Management and Budget, State Facilities Administration, in partnership with the Michigan Department of Corrections, seeks design-build services to restore the propane plant at Alger Correctional Facility in Munising, Michigan to full operational functionality. The primary scope of work involves replacement and repair of the back-up fuel system blender, including removal and legal disposal of the existing glycol-filled water bath vaporizer and installation of a new propane blending system (such as an Algas-SDI series Model QM or equivalent) capable of supplying 56 million BTU per hour at 8 pounds of pressure. The deliverables include the new water bath vaporizer/mixer unit, dual Blackmer Model LGL 1 pumps with Weg motors, system testing and pressure verification, terminal equipment testing, electrical wiring of new equipment, and staff training on two separate days. Qualified bidders must attend a mandatory pre-bid walk-through inspection scheduled for February 13, 2018 at 10:00 a.m. at the Administration Building and submit sealed bids electronically through the SIGMA VSS website by March 7, 2018 at 2:00 p.m. EST. Questions from potential bidders are accepted until February 20, 2018 at 3:00 p.m. EST. The contract completion date is 120 calendar days from the Notice to Proceed (with an extended deadline of August 31, 2018 noted in addenda), with liquidated damages of $300 per day for delays beyond substantial completion. Bidders must comply with all prevailing wage requirements for Alger County, federal codes and standards administered by the EPA, OSHA, and DOT, and state regulations from LARA, DOC, DEQ, and MIOSHA.

Qualified Disabled Veteran (QDV) businesses receive a 10 percent preference applied to bid evaluation. Michigan-based business certification is required for bids exceeding $100,000. All contractor and vendor representatives must submit a completed Vendor/Contractor LEIN Request form (Law Enforcement Information Network criminal history clearance) five business days prior to the pre-bid meeting to obtain facility access, representing a mandatory security requirement for the Department of Corrections facility. Performance and payment bonds are required for all bids exceeding $50,000. The base bid must be submitted in a Not-To-Exceed structure broken down into categories for design services, construction trade labor and subcontractors, general conditions, overhead and profit percentage, and management services, with a provisionary allowance of $35,000 for water vaporizer unit replacement and $15,000 for water bath vaporizer/mixer unit replacement included in the base bid. A 5 percent bid guarantee is required with each bid submission. While specific budget ranges are not disclosed in the procurement documents, the base bid structure and provisional allowances indicate a mid-to-large scale project, with equipment costs for the propane blending system included in the base bid and additional work beyond the defined scope available on a preauthorized time and material basis.
