About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, in coordination with the Michigan Department of Environmental Quality (MDEQ), is procuring design and construction services for environmental remediation at the Former Werth Dry Cleaners facility located at 901 W. Chisholm Street, Alpena, Michigan (Site ID# 4000142). The scope of work encompasses soil remediation activities including excavation and disposal of approximately 190 tons of hazardous soil (base bid) with an alternate bid for an additional 85 tons, backfill and compaction of excavated areas, installation of a soil vapor extraction (SVE) system with 19 SVE well screens and 2-inch PVC piping, construction and installation of a fully enclosed system trailer with separate control and equipment rooms, site restoration including concrete and asphalt replacement, and removal and transportation of contaminated groundwater. The project requires compliance with Michigan residency requirements (50% of workers must be Michigan residents for one year), prevailing wage standards, MIOSHA requirements, and all applicable federal, state, and local environmental and safety regulations including RCRA and Michigan Public Act 451. Key deliverables include pre-construction and construction submittals, health and safety plans, work plans, decontamination procedures, waste profiles, and all required permits prior to mobilization. A mandatory pre-bid conference and site tour are scheduled for July 17, 2018, at 11:00 a.m. at the City of Alpena Building, Chambers Board Room, with electronic bids due August 1, 2018, at 2:00 p.m. local time. Questions must be submitted by July 20, 2018, at 5:00 p.m. The contract duration is 60 calendar days from the Notice-to-Proceed, with liquidated damages of $1,500 per day for delays beyond substantial completion. The evaluation will be based on best value assessment of the three lowest responsive and responsible bidders.
This procurement includes a 10% bid preference for Qualified Disabled Veteran (QDV) bidders, who must provide a DD214, Veterans Administration rating decision letter, proof of disability, and documentation of 51% ownership to qualify for the preference. All bidders must submit a 5% bid guarantee with their submissions, and a performance bond and payment bond are required for all bids exceeding $50,000. No substitutions or "or equal" proposals are permitted after bid opening. Bidders must include costs for private utility location using ground penetrating radar for both exterior and interior utilities, phone line installation for system monitoring, and temporary power service including meter base and disconnect installation. The project includes a $10,000 provisional allowance for contingencies. While no incumbent vendor or budget range is explicitly identified in the procurement documents, the project scope and bonding requirements suggest a contract value likely exceeding $50,000. Interested parties must obtain documents and specifications from the SIGMA VSS website at https://sigma.michigan.gov/webapp/PRDVSS2X1/AltSelfService, and vendor/contractor representatives attending the mandatory pre-bid walk-through must submit a Vendor/Contractor LEIN Request form five business days prior to the July 17, 2018, meeting. The primary contact for inquiries is Mr. Craig Kielty of AMEC Engineering and Consulting of Michigan, Inc., located at 41 Hughes Drive, Traverse City, MI 49696, reachable at (231) 922-9050 ext 8012 or craig.kielty@amecfw.com.
