About this opportunity

Sarasota County is soliciting bids for a comprehensive Fiber Optic Materials and Services contract through Invitation for Bids #242626MM, seeking to select up to three contractors to provide fiber optic infrastructure services on an as-needed basis. The procurement covers a wide range of services including engineering, design, procurement, delivery, installation, maintenance, repair, replacement, testing, and undergrounding of fiber optic systems, cables, and equipment for various county networks such as Enterprise Network (EN) Systems, Outside Plant (OSP), and traffic signal communication networks. Bidders must meet specific personnel qualifications, including an IMSA Certified Level II Traffic Signal Technician, BICSI certified Fiber Optic Technicians, and a Registered Communications Distribution Designer (RCDD). The county will award contracts based on the lowest total bid prices submitted through the OpenGov Procurement portal, with contractors required to provide comprehensive insurance coverage including workers' compensation, commercial general liability, business automobile liability, and cyber liability insurance. The anticipated contract term is three years, with bids due by November 27, 2024, and the opportunity is specifically focused on implementing fiber optic infrastructure throughout Sarasota County, including the Siesta Key CDP area.

While the solicitation does not explicitly mention set-aside designations for disadvantaged enterprises, it does include strict qualification requirements that may limit potential bidders. The procurement requires detailed technical compliance with extensive specifications outlined in Attachment A, which provides comprehensive technical requirements for intelligent transportation system (ITS) equipment, conduit, fiber optic cabling, and related infrastructure components. Contractors must adhere to rigorous documentation standards, including GPS-based infrastructure mapping with sub-foot accuracy and submission of geospatial information in ESRI file geodatabase format. Additionally, the solicitation includes a Secure CJIS Facilities Addendum that mandates comprehensive background checks, including fingerprint-based screening for all personnel who will access sensitive systems. Although specific budget ranges are not disclosed, the as-needed contract structure suggests potential flexibility in project scope and funding. Contractors must also comply with specific security protocols, including unique administrative log-in credentials and FIPS 140-2 encrypted connections when accessing county systems.
