About this opportunity

NoaNet (Northwest Open Access Network), a public-benefit telecommunications organization owned by rural Public Utility Districts across Washington State, is soliciting bids for unit-priced on-call fiber optic line extensions, service drops, and 24/7 emergency restoration services under IFB 2026-016, with bids due September 11, 2026 at 3:00 p.m. PDT. This is a prevailing wage public works contract subject to Washington RCW 39.12.

The scope spans eleven service categories across three geographic regions (Eastern, South Central, and Southwest) including emergency restoration, underground and aerial construction, fiber splicing, building entrance work, and permitting and engineering services. Bidders may bid on one, two, or all three regions with potentially varying unit pricing by region. The single task-order limit is $120,000 with no guaranteed minimum volume. Contractors must maintain 24/7/365 on-call emergency capability with a one-hour mobilization target and four-hour restoration target.

Minimum qualification requirements include ten years of comparable fiber optic outside-plant experience, current Washington State contractor licensing, adequate bonding and equipment capacity, prevailing wage compliance with no unresolved violations, and five client references. All pricing must be submitted as firm, fixed unit prices on the native Excel Exhibit D workbook for all line items on each selected region; any blank or non-firm entries render that region non-responsive.

Bid security of not less than 5% of the calculated Total Bid Price is mandatory, submitted as a bid bond or certified check. Upon award, successful contractors must furnish payment and performance bonds of at least 25% of estimated first-year contract value and maintain comprehensive insurance including $1 million commercial general liability, $1 million automobile liability, statutory workers' compensation, and $2 million umbrella coverage (increased to $5 million for certain high-risk work).

NoaNet intends to award Primary and Secondary contractors per region. The initial contract term is three years with an option for one additional year. The questions deadline is September 4, 2026, with bid answers posted September 8, 2026.
