About this opportunity
Palm Beach County Board of County Commissioners' Purchasing Department is soliciting sealed bids through Invitation for Bid (IFB #22-028/CR) for the purchase and delivery of fertilizers and Mirimichi Green products under a 12-month term contract with four optional renewal periods. The procurement encompasses a comprehensive range of fertilizer grades and specialty products, including granular activated sludge (5-3-0), multiple NPK formulations (7-14-14, 10-10-10, 13-2-13, 14-2-14, 15-5-15, 16-4-8, and 18-6-8), and branded products from manufacturers such as Brandt, Harrel's, Lesco, Milorganite, and Tracite, along with five specific Mirimichi Green products for which no substitutions are permitted. Estimated 12-month quantities range from 50 pounds for certain specialty items to 250,000 pounds for the 15-5-15 formulation, with delivery required within ten calendar days of receiving a delivery order. Bidders must submit sealed bids by January 20, 2022, at 4:00 p.m. to the Palm Beach County Purchasing Department at 50 South Military Trail, Suite 110, West Palm Beach, Florida 33415-3199, with pricing submitted on a unit basis (per pound, ounce, gallon jug, or bag) on a firm fixed basis with no price increases permitted for the initial term and renewals. All bidders must register as vendors in the County's Vendor Self Service (VSS) system before contract finalization, and product descriptive literature, manufacturer cut sheets, and specification documentation must be submitted for all items offered, with samples subject to request at the County's discretion. The County reserves the right to award on an item-by-item basis to the lowest responsive, responsible bidder and may reject any award resulting in less than $1,000 or multiple small fragments due to administrative costs.
Small Business Enterprise (SBE) price preference is available, awarding to certified SBE bidders whose bids fall within ten percent of the lowest non-SBE bid, while local preference of five percent is extended to vendors with a permanent place of business in Palm Beach County upon submission of a valid Business Tax Receipt and Certification of Business Location. All subcontractors must be registered in the VSS system prior to contract finalization. The anticipated contract value for this procurement is $127,000 over the initial 12-month term, with the successful bidder to be awarded the contract subject to mutual written agreement and appropriation of funds. Bidders are expected to include all shipping and freight charges in their unit pricing to ensure transparent and comprehensive cost evaluation.
