About this opportunity
The St. Mary's County Metropolitan Commission is requesting sealed bids for the purchase and delivery of ferric chloride for wastewater treatment under ITB 26-06-F, with bids due February 10, 2026 at 3:00 p.m. EST at the MetCom Administration Building in California, Maryland. The deadline for submitting questions is January 20, 2026 at 9:00 a.m. EST. Addendum Number Two, issued January 28, 2026, moved the bid opening from the originally posted January 27 date to February 10.
Ferric chloride must be delivered to the Marlay-Taylor Water Reclamation Facility at 48020 Pine Hill Run Road, Lexington Park, Maryland, with delivery costs included in the unit bid price. Electronic submissions are not permitted; bidders are solely responsible for ensuring physical arrival by the opening time. Unit bid prices must be net, fully prepaid by the contractor to destination, and inclusive of all materials, supplies, equipment, profit, overhead, shipping, freight, and delivery charges. The Commission is generally exempt from Maryland sales and use tax, though this exemption does not apply when the contractor furnishes and installs material in real property construction or improvement.
All bids must remain binding for a minimum of 120 days from the bid opening date. Upon satisfactory performance, the Commission may extend the contract for three additional one-year periods provided specifications remain applicable. The Commission reserves the right to re-solicit at the end of any one-year period. When contract extensions are offered, vendors may request equitable price adjustments not to exceed the most recent six-month average of the Consumer Price Index for All Urban Consumers in the Washington-Arlington-Alexandria region; the Commission retains discretion to accept, reject, or modify such requests.
The St. Mary's County Metropolitan Commission has entered into a Consent Decree (Case No. C-18-CV-22-000364) accessible at www.metcom.org/consent-decree. Contractors' actions performed pursuant to the Consent Decree are considered actions of MetCom for compliance purposes.
