About this opportunity
Texas Parks and Wildlife Department is requesting bids on fence repair services at Kerr Wildlife Management Area in Kerr County under an Invitation for Bid, with bids due September 28, 2026 at 2:00 p.m. Central Standard Time and mandatory site visits required September 15–17, 2026 (8:00 a.m.–5:00 p.m., by advance appointment).
The scope is a blanket contract for demolition, removal, and construction of approximately 3,900 feet of four-strand barbed-wire fencing across East Fawn, East Bobcat, and Doe pastures. The contractor supplies labor and equipment; TPWD provides all materials (pipe, T-posts, post clips, barbed wire, gates, concrete, sand). The initial project must be completed by August 31, 2027, with future work awarded on an as-needed basis. The contract term runs from award through August 31, 2028, and may be renewed for up to three additional one-year periods based on funds availability and vendor performance, or extended up to twelve months if necessary.
Minimum qualifications require three years of experience in fencing services. Contractors must submit Exhibit A (Company Profile), Exhibit B (Equipment List), and Exhibit C (Past Projects with References). Insurance requirements include Workers' Compensation, Commercial General Liability with $500,000 each occurrence limits, and Automobile Liability with $500,000 combined single limits, with the State of Texas named as additional insured.
A HUB Subcontracting Plan is required with a subcontracting goal of 0.05 percent of contract value and preference for Texas Veteran Heroes United in Business (VetHUB) vendors. Award will be made on best value to TPWD, considering lowest price, ability and qualifications, delivery and service schedule, past performance, installation costs, and lifecycle costs. The contract is federally funded and subject to all applicable federal and state requirements, including safety standards, environmental protection, equipment cleaning protocols to prevent exotic species introduction, and daily equipment inspections. TPWD retains the right to terminate for convenience with 30 days' notice or for cause upon written notice of default.
