About this opportunity
The California Military Department is requesting bids on fence repair and replacement at the El Centro Armory under IFB No. 132406, with bids due October 8, 2026 at 2:00 PM PST and a voluntary pre-bid job walk available prior to the RFI submission deadline of September 24, 2026. The contractor must hold a valid C-13 Fencing Contractor license from the California Contractors State Licensing Board and be registered with the Department of Industrial Relations — mandatory eligibility requirements.
The scope covers removal of collision-damaged fence and concrete footings, supply and installation of matching replacement chain-link fence panels and posts set in concrete (including barbed wire and concertina wire), hardware securing, and legal debris disposal at 310 S. 4th Street, El Centro, California 92243. The contractor must verify existing fence specifications to ensure replacement components match in height, material, gauge, finish, and appearance. All work is limited to regular business hours (8:00 AM to 4:30 PM, Monday through Friday, excluding weekends and state and federal holidays) and must be completed within 180 calendar days of the Notice to Proceed, with physical construction commencing within 14 calendar days.
The California Military Department is committed to a 25% small-business (SB) participation goal; certified SBs, micro businesses, and contractors subcontracting a minimum of 25% of their net bid price to certified SBs or micro businesses are encouraged to bid. The Disabled Veteran Business Enterprise (DVBE) Incentive Program applies with a dollar cap of $100,000 for combined incentives and preferences. A bid bond of at least 10% of the bid amount is required if the bid exceeds $24,999.99. Prior to work commencement, the contractor must provide a payment bond equal to 100% of the contract price and a performance bond if progress payments apply. All work must comply with California prevailing wage rates. Public bid opening is virtual via Microsoft Teams at 2:15 PM PST on October 8, 2026. The award will go to the lowest responsive and responsible bidder.
