About this opportunity

Hawaii's Department of Land and Natural Resources, Division of Forestry and Wildlife (DOFAW), is soliciting bids under IFB DOFAW-KAWAIKINI-ALAKAI-26 for ungulate-proof fence construction, repair, and removal at the Kawaikini Preserve and East Alakaʻi Summit on Kauai, with a virtual pre-bid conference on November 2, 2026 at 9:00 a.m. and bids due November 23, 2026. Bidders must demonstrate at least two completed feral-ungulate-proof fence projects in remote, rough terrain requiring helicopter transport, each at least 3,000 linear feet in Hawaii, and the successful bidder must maintain Hawaii residents at eighty percent of its workforce. A contractor's license is not required.

Scope covers construction of approximately 4,699 linear feet of fence across three sections protecting 785 acres within the Kawaikini Preserve, repair of approximately 2,360 linear feet of the East Alakaʻi Protective fence, and removal of approximately 6,655 linear feet of old, degraded fencing. Gate installation is included. DOFAW provides all fence materials, which remain state property. Sites sit on mixed private and public lands managed by the Kauaʻi Watershed Alliance.

Compliance requirements include Hawaii prevailing wage (job class: Chain-link fence erector), Commercial General Liability insurance of $2,000,000 combined single limit, Basic Motor Vehicle Liability of $1,000,000 per person and $1,000,000 per accident, and performance and payment bonds for 100 percent of the contract price. Winning bidders must obtain HCE compliance within ten calendar days of solicitation closing and provide tax clearance from the State Department of Taxation and the IRS.

The contract term is twelve months from Notice to Proceed, with up to three additional twelve-month extensions by written agreement, provided extension requests are submitted ninety days before expiration. Pricing uses a weighted formula with separate line items for mobilization, fence installation per linear foot, fence removal and disposal per linear foot, gate installation, and old material removal. Partial payments may be invoiced every thirty days or upon completion of line items, after DOFAW staff measure and inspect the completed fence.

Written inquiries are due November 9, 2026, DOFAW responses follow on November 16, 2026, and bids are submitted through an online procurement portal by November 23, 2026.
