About this opportunity
The City of Wilmington, North Carolina is soliciting sealed bids for fence and gate improvements at its Police Headquarters, with bids due November 5, 2026 at 3:00 p.m. Bidding is limited to single prime contractors properly licensed under North Carolina General Statutes Chapter 87, with the license number printed on the outside of the bid envelope. A mandatory pre-bid meeting was held October 22, 2026 at 3:00 p.m. on site at 615 Bess Street.
The scope covers three components: demolishing, replacing, and automating the gate on the upper lot; installing a fence that encloses the fuel depot and attaches to existing fencing; and installing an automated double gate at the fuel depot entrance. The project may be funded in whole or in part with federal funds, in which case bidders must comply with federal requirements, including Section 3 Affirmative Action provisions. The Affirmative Action Plan is required only from the lowest responsible bidder before work begins.
Work must be completed within 30 calendar days of commencement, which must begin within ten days of written notice from the Purchasing Manager. Liquidated damages are $230 per calendar day for failure to complete work within the 30-day period. The contractor must carry Commercial General Liability insurance of not less than $1 million per occurrence and $2 million aggregate, plus Workers' Compensation and Business Auto Liability coverage as specified in the contract. Bonds are waived. Payment is made within 30 work days of receipt of a City-approved invoice, with 5% retainage held until project completion and acceptance.
Bidders must submit a notarized Affidavit and Certificate of Non-Collusion and list all subcontractors with dollar amounts and work descriptions, and failure to provide this information may result in rejection. Bids are guaranteed for 90 calendar days following opening. Sealed bids will be publicly opened and read at the Purchasing Division, and the City reserves the right to reject any and all bids.
