About this opportunity
Frederick County, Virginia is seeking bids for a FEMA Hazard Mitigation Grant Program (HMGP) project involving elevation services for five private residential homes. The procurement is an Invitation for Bid (IFB 25-018-CJ) soliciting qualified and licensed Virginia firms to provide comprehensive general contractor services, including structural elevation, foundation work, masonry, and related contracting disciplines. Specific project requirements include elevation of structures located in floodplain areas, with potential work to be completed either concurrently or consecutively based on the contractor's capacity. The county intends to award the contract to a single contractor, though they reserve the right to make multiple awards. Key project deadlines include a bid submission deadline of March 20, 2025, with a non-mandatory pre-bid conference scheduled for March 7, 2025 at 9:00 a.m. Contractors must complete substantial work within 75 days for homes under 1,500 sq. ft and 90 days for homes over 1,500 sq. ft, with specific performance timelines tied to project milestones.
The procurement includes several financial and performance requirements, including performance and payment bonds for contracts exceeding $100,000 and bid bonds of 5% for bids over $100,000. The project is funded through multiple FEMA disaster recovery grants, specifically FEMA DR-4291-VA-002, FEMA DR-4291-VA-004, and FEMA-PJ-03-VA-2019-008. Payment structure is phased, with 20% paid after home elevation, 75% after lowering onto new foundation, 95% at substantial completion, and final payment after all punch list items are completed. Bidders must include repair/replacement of up to 25% of sub-floor framing in their proposals. While no specific set-aside designations or disadvantaged enterprise requirements are explicitly mentioned, the county maintains flexibility in award selection and may negotiate with the lowest responsive bidder if submitted bids exceed available funding. The total project scope involves elevation services for five specific residential properties located in Hayes, Virginia, with the county retaining discretion in contractor selection and project implementation.
