About this opportunity
Broward County, Florida is soliciting bids for FEMA Debris Clearing and Removal Services (DCRS) under an indefinite-quantity, requirements-based contract with proposals due June 30, 2026. This is a FEMA-compliant procurement subject to federal procurement standards, bonding requirements, and prevailing-wage (Davis-Bacon Act) compliance. A 25% County Business Enterprise (CBE) participation goal applies, and vendors must perform at least 75% of the total contract price without subcontracting.
The scope encompasses emergency disaster debris clearing and removal services following a state-of-emergency declaration, including road clearing and cut-and-toss operations (limited to the first 70 hours post-NTP), debris removal from canal rights-of-way and municipal services district property, removal from County roadways and public property, and disposal of special debris including white goods, electronic waste, household hazardous waste, animal carcasses, vehicles, vessels, and infectious waste. Contractors must mobilize 50% of required resources within 48 hours of notification and 100% within 96 hours, then work continuously during daylight hours seven days per week until completion with no additional compensation for overtime, weekends, or holidays. Pricing must include all labor, equipment, fuel, vehicles, mobilization, demobilization, insurance, staging, and traffic control on a unit-price and hourly-rate basis. A $10,000 annual allowance for special debris disposal applies on a pass-through basis.
The County will award to the four lowest responsive and responsible bidders on total bid price, with the right to use secondary, tertiary, and quaternary vendors if the primary contractor fails to respond, mobilize within required timeframes, or demonstrate inability to perform. The initial contract period commences on award date or November 30, 2026, whichever is later, and runs five years with no renewal options. All prices remain fixed for two years post-award; thereafter, vendors may request increases limited to CPI/PPI change or must offer de-escalation within 30 days of supplier price reductions. Payment is monthly based on documented completion with 10% retainage until project completion; final invoices are due within 60 days of work completion. Liquidated damages of $100 per calendar day apply for failure to meet completion deadlines.
Bid security of 5% of total bid price is required by solicitation closing; successful vendors must provide performance and payment bonds equal to 50% of total expected annual contract amount within 10 calendar days of award notice. Surety companies must comply with U.S. Treasury Circular 570 standards for bonds exceeding $500,000. Vendors must provide current insurance certificates and contact lists annually by May 1 and submit an Operations and Safety Plan within 30 days of award, with a qualified Project Manager and Superintendent on-site throughout performance.
Mandatory certifications include Domestic Partnership Act Compliance (vendors with contracts exceeding $100,000 must provide domestic-partner benefits equivalent to spousal benefits or claim exemption); Anti-Human Trafficking Affidavit; Litigation History Disclosure (material cases within three years); Vendor Questionnaire with three references from similar work in the past three years; and Location Certification for local preference eligibility. Security requirements vary by facility type and include contractor identification badges, background checks per FDLE standards, and for Parks and Recreation work, criminal screening with disqualification for sexual offender status and specified felonies. All submissions must be made electronically through BPRO with submission receipt confirmation; responses received by other means will not be considered. The County strongly encourages submission of all available documentation, including optional items, to facilitate timely and comprehensive evaluation.
