About this opportunity

Multnomah County's Office of Government Relations is seeking proposals for Federal Lobbying Services 2024, a procurement opportunity designed to secure professional representation and advocacy services for the county at federal, state, and local government levels. The county requires a vendor with a Washington DC office to provide Federal Representation Consultation, Advocacy, and Special Project Services, with a specific focus on representing county interests before the U.S. Congress, Oregon Legislature, and local governing bodies. Ideal proposers will demonstrate extensive experience representing jurisdictions of similar size and service complexity, with strong capabilities in strategic planning and advancing county priorities in areas such as infrastructure, health and human services, homelessness, public safety, and homeland security. The Request for Proposal (RFP) was released on August 4, 2023, with proposals due by September 13, 2023, at 4:00 PM PDT. Evaluation criteria will comprehensively assess proposers based on background experience, proposed services, program pricing, and responsible business practices, with particular emphasis on the vendor's federal lobbying track record, ability to collaborate with congressional delegations, and potential to effectively represent Multnomah County's interests.

The county strongly encourages participation from Minority-Owned, Women-Owned, and Emerging Small Businesses, with a preference for COBID-certified (Business Inclusion and Diversity) suppliers. The contract will have a five-year term from February 1, 2024, to January 31, 2029, with an annual budget of approximately $100,000, to be awarded under a Fixed Pricing Structure. Proposers must meet comprehensive insurance requirements, including Workers' Compensation, Commercial General Liability (minimum $1,000,000 per occurrence), Professional Liability, and Commercial Automobile Liability coverage. Insurance must be provided by an Oregon-authorized insurance company or rated A- or better by Best's Insurance Rating. Contractors will be required to complete a Certification Statement verifying their business status and independent contractor qualifications. The county reserves significant discretion in the procurement process, including the right to cancel solicitations, reject proposals, and make awards based on the best overall value to Multnomah County.
