About this opportunity
The Washington State Office of Superintendent of Public Instruction (OSPI) is requesting qualifications and quotes from federal grant consultants to monitor federal legislation, U.S. Department of Education regulations, and policy developments affecting OSPI-administered programs during Fiscal Years 2024–2025 and 2025–2026, with proposals due August 17, 2026, and a pre-bid conference on August 3 at 10:00 a.m. PT via Microsoft Teams.
Minimum qualifications require licensure to do business in Washington State, knowledge of Department of Education and Department of Agriculture federal grants (including ESEA, IDEA, Perkins V, and Child Nutrition Act), understanding of federal grant requirements (EDGAR, Uniform Grant Guidance, and federal compliance supplement), and experience providing professional documents and trainings to stakeholders. Deliverables include regular written updates on relevant federal activity, monthly contact with OSPI designated staff, analysis of how key developments affect Washington State, responses to administrative staff inquiries regarding legislative and regulatory matters, and up to one virtual and one in-person training per year.
The estimated contract value is $55,200 maximum for the initial term, with all mileage, meals, lodging, and travel-related expenses reimbursed in accordance with Washington State travel regulations. Indirect costs are capped at 10 percent. One hundred percent of funding derives from federal sources through Consolidated Administration, including Title I Part A, Title II Part A, 21st Century Community Learning Programs, and other federal programs. The contract term runs September 14, 2026, through August 31, 2028, with OSPI holding an option to extend for three additional years through 2031 contingent on satisfactory performance and funding availability. Proposals exceeding the budget ceiling will be rejected as non-responsive. The consultant must comply with Federal Grant Terms and Conditions, including OMB audit requirements if applicable. OSPI will conduct evaluations August 18–21, with potential oral interviews on August 24; the Apparent Successful Bidder will be announced August 25. Written proposals must be submitted to contracts@k12.wa.us by 12:00 p.m. PT on August 17.
