About this opportunity
The Kentucky Transportation Cabinet, Division of Purchases, is requesting bids for equipment rental with operators across KYTC District 8 (Somerset District Office area) under RFB 605-2700000130, with bids due October 8, 2026 at 1:30 p.m. Eastern Time. This is federally funded through the Federal Highway Administration and carries Davis-Bacon prevailing wage compliance, Buy America provisions, and a 0 percent DBE goal.
The scope encompasses 33 line items of heavy equipment rental with trained operators: track excavators, dump trucks, articulated trucks, skid steers, motor graders, tree trimmers, hydraulic cranes, and specialized attachments including breakers, mulching heads, cold planers, and road wideners. Quantities range from 5 to 700 hours per equipment type, with the standard excavator track with operator requiring 700 hours and flaggers 300 hours. All equipment must be delivered fully maintained, fueled, and lubricated.
The initial contract period runs December 1, 2026 through December 31, 2027, with four optional one-year renewal periods available. Pricing is submitted on a per-hour basis; the Commonwealth pays only for actual hours of equipment use with a minimum of eight hours per work order guaranteed. Price adjustments on renewal are calculated using the Consumer Price Index for All Urban Consumers, capped at 10 percent. Routine work response includes 1 percent daily deductions for late delivery; emergency work requires delivery within 48 hours with $750 mobilization fees per equipment delivered within 24 hours. Vendors must maintain 24/7 emergency contact availability or face immediate contract cancellation.
Vendors must carry minimum $1 million per occurrence general liability insurance and submit responses electronically through the Kentucky Vendor Self Service portal at https://vss.ky.gov. Contact Nick Cavender at 502-782-3979 or Nicholas.Cavender@ky.gov for inquiries.
