About this opportunity
The Maryland Department of Information Technology is requesting proposals for LEO satellite internet services at Site #342 in Queenstown (115 Wye Hall Drive, Queen Anne's County) under PORFP #FC0003629, with proposals due October 26, 2026 at 2:00 PM EST. This procurement is issued under the existing Data Telecommunications Services Master Contract #F50B4400028 and seeks individual awards for each location on a lowest-price basis with no separate MBE goals.
The scope requires Internet Service Delivery (Functional Area IV - LEO) connectivity from state aggregation points to the specified Queenstown location on a 24x7x365 basis. The minimum download bandwidth requirement is 1 TB. The contractor must maintain end-to-end network availability at 99.7% uptime for each installed circuit and complete transition-in within 60 days of Notice to Proceed.
The contract term is 24 months. Pricing must be submitted as fully loaded rates inclusive of all labor, profit, overhead, general and administrative expenses, and all other costs necessary to perform. Contractors must provide monthly recurring service charges (MRC), total MRC for the full 24-month term, and service installation costs for non-recurring installation and special construction. Evaluation adds total MRC and installation costs, then subtracts any construction allowance. Proposed prices must remain valid for 120 days. Payment is due within 30 days of invoice receipt and agency acceptance. Contractor liability is capped at two times the total purchase order agreement amount.
Submissions must include a technical proposal (limited to two pages), a completed financial price proposal, an on-net list, an installation timeline, and assumptions documentation, submitted via email through eMMA. The local contact is James Welch at (410) 855-3687 or james.welch@maryland.gov. The procurement officer is Cherise Edmonds at (410) 697-9672 or Cherise.edmonds@maryland.gov.
