About this opportunity
The Maryland Department of Information Technology is requesting proposals for internet and network connectivity services to the Maryland State Procurement Office facility at 8525 Ocean Highway, Delmar, Maryland under PORFP #FC0003461, with proposals due October 16, 2026 at 2:00 p.m. EST. Awards will be made separately for each location based on lowest proposed price.
The scope covers Internet Service Delivery (Functional Area IV) under Master Contract F50B4400028, providing data telecommunications connectivity from state data aggregation facilities to designated state locations. Bidders must propose service using either Commodity or Software-Defined Wide Area Network (SDWAN) technology at bandwidth of at least 100 Mbps at the closest available increment. The contractor must maintain 99.7% uptime for each installed circuit, provide 24/7/365 maintenance support, and complete transition-in within 60 days of Notice to Proceed.
The contract term is 24 months. Evaluation pricing consists of monthly recurring charges (MRC), total MRC over the full term, and non-recurring installation and special construction costs. Contractors may propose construction allowances to waive installation fees. All pricing must be fully loaded to include labor, profit, overhead, general operating costs, and administrative expenses. The lowest total evaluated cost determines the award for each location.
Technical proposals are limited to two pages and must include services offered, updated on-net lists, installation timelines, and delivery assumptions. Master Contractors must furnish a project manager to develop transition plans and conduct closeout reporting. Failure to meet service availability and restoration requirements subjects the contractor to liquidated damages under the Master Contract. The local contact is James Welch at (410) 855-3687 or james.welch@maryland.gov.
