About this opportunity
The Maryland Department of Information Technology is soliciting proposals for Low Earth Orbit (LEO) satellite data telecommunications services to the Maryland Department of Natural Resources headquarters at 28700 Headquarters Drive NE in Flintstone, Allegany County, with proposals due September 7, 2026. Awards will be made separately for each location to the Master Contractor submitting the most advantageous offer based solely on lowest proposed price.
The scope is Internet Service Delivery connectivity via LEO satellite with a minimum 1 terabyte download bandwidth requirement; the contractor must propose the closest bandwidth increment in Mbps and identify the service type. The contract term is 24 months for performance, with the full Purchase Order Agreement extending four years from Notice to Proceed. The contractor must achieve end-to-end network availability at 99.7% uptime for each installed circuit and provide 24x7x365 maintenance support. Key personnel must be furnished within 30 days of NTP and transition-in services completed within 60 days. Failure to meet service provisioning and availability requirements triggers liquidated damages as defined in the underlying Master Contract (F50B4400028); contractor liability is capped at two times the total PO Agreement amount.
Pricing must be fully loaded, inclusive of labor, profit, overhead, general operating expenses, and administrative costs. The Financial Proposal includes Monthly Recurring Charges calculated for 24 months, Service Installation Cost covering non-recurring installation and special construction charges, and a Construction Allowance deducted for any waived fees. No overtime costs or additional payments are permitted beyond the fully loaded rates submitted. Price proposals must remain valid for 120 days. Service modifications for bandwidth changes may be requested through a Work Order process. No MBE goal applies. The local contact is James Welch at (410) 855-3687 or james.welch@maryland.gov. Proposals must include a brief service description (maximum two pages), updated on-net list, installation timeline, assumptions impacting delivery, a signed price sheet, and a conflict of interest affidavit.
