About this opportunity

The Maryland Department of Information Technology is requesting proposals from eligible master contractors under the LEO DNR ETDM telecommunications Master Contract F50B4400028 to provide Internet Service Delivery connectivity to Site #325 in Middletown for the Department of Natural Resources ETDM facility (PORFP FC0002693), with proposals due October 7, 2026. The procurement is limited to master contractors already enrolled on the underlying master contract; this is a call-off vehicle rather than an open solicitation.

The scope is broadband Internet Service Delivery from state aggregation points to the Middletown facility located at 6620 Zittlestown Road, Maryland 21769, with a minimum download bandwidth requirement of 1 terabyte. The contractor must achieve 99.7% end-to-end network availability, complete installation within 60 days of Notice to Proceed, and provide 24/7/365 maintenance support. The contract term is two years from NTP, with a four-year performance period under the executed Purchase Order Agreement.

Evaluation is based on lowest proposed price across monthly recurring charges, taxes, surcharges, connection fees, and special construction costs. Bidders must submit fully loaded monthly recurring service charges for the entire 24-month term, installation costs, and may propose a construction allowance to waive installation and construction fees. The evaluation cost is the total MRC for 24 months plus service installation costs minus any construction allowance. MBE goals are not applicable. Proposed prices must remain valid for 120 days from submission.

Responses must be submitted via email through eMMA with a technical proposal, signed price sheet, conflict of interest affidavit, and financial assumptions. The contractor must submit transition-in and transition-out plans with assigned project management and furnish key personnel within 30 days of NTP. Invoices must identify "networkMaryland" as the recipient. The procurement officer is Cherise Edmonds (410-697-9672; Cherise.edmonds@maryland.gov). The local point of contact is James Welch (410-855-3687; james.welch@maryland.gov).
