About this opportunity

The Maryland Department of Information Technology is requesting proposals for Motorola D-Series two-way radio equipment hardware for the Maryland FIRST RF site expansion at Burtonsville in Montgomery County, with proposals due October 6, 2026 at 2:00 PM EDT. This procurement is limited to current Master Contractors under the Radio Communications 2018 Master Contract (BPO #606B7400088) — a secondary competition restricted to vendors with existing master contract awards.

The scope encompasses a complete two-way simulcast cell installation including eight simulcast trunking licenses and eight TDMA licenses for ASTRO 25 FDMA and P25 Phase 2 TDMA operations; a D-Series Multicarrier Radio Sub-Site (50-watt variant) with six multi-carrier power amplifiers; RFDS transmitter and receiver systems with diversity and power monitoring; two DSC8500 site processors with GNSS timing and Rubidium modules; two SRX345 network routers; Netguardian G5 alarm control system; two 7.5-foot equipment racks; Nokia SAR-8 MPLS system with redundant modules; Trilogy 48V power system with six 2000W rectifiers, four 125Ah battery strings, and two 1500VA inverter modules plus one 3KVA media inverter; and comprehensive spare parts. Eight radio frequencies are designated for Burtonsville (774.41875/804.41875 MHz and 773.73125/803.73125 MHz channels). All equipment must be new and unused.

Contractors must be authorized Motorola resellers and provide a Letter of Authorization from the manufacturer or distributor, along with screenshots of MSRP. Pricing is the primary award criterion. Proposals must remain valid for at least 90 days. The place of performance is 1926 Greenspring Drive, Timonium, Maryland. A Small Business Preference applies with zero percent MBE goal. Questions are due September 30, 2026 at 2:00 PM EDT to Procurement Officer Cherise Edmonds. Bidders must submit a Mercury Affidavit certifying whether products contain mercury and, if so, specifying amounts and components. Invoices for one-time priced items are due within 30 days of acceptance.
