About this opportunity

The North Carolina Department of Revenue is requesting bids on janitorial services for the Fayetteville Service Center under IFB, with bids due November 2, 2026 at 2:00 p.m. and a mandatory site visit on October 14, 2026 at 10:00 a.m.

The scope covers daily, weekly, bi-weekly, monthly, quarterly, semi-annual, and annual cleaning and major maintenance services for a 10,307 square foot facility located at 3401 Village Drive, Fayetteville, NC 28304. The facility includes 44 offices/cubes, 3 conference rooms, 2 restrooms, 1 kitchenette, and approximately 55 windows serving approximately 40 employees. The vendor must provide all labor, equipment, supplies, and consumables including toilet tissue, paper towels, hand soap, chemicals, and trash liners; supply HEPA-filter commercial vacuum cleaners; maintain Material Safety Data Sheets for all chemicals; and comply with EPA registration requirements for disinfectants. All personnel must pass criminal background checks, wear company-issued uniforms with company logo, and comply with NCDOR security and confidentiality requirements. The vendor is responsible for all damages caused by its employees.

The initial contract term is one year with options for two additional one-year renewal terms at the State's discretion. Award will be based on strength of references (weighted most heavily) and cost. Vendors must submit three customer references for similar services, obtain North Carolina Secretary of State registration prior to contract execution, and demonstrate financial stability through certification. A performance guarantee equal to one-third of the annual cleaning cost is required within fifteen days of award notification, with alternatives including a 10% discount for the first three months and 5% discount for the remaining nine months, or a 6% cashier's check deposit. Written questions are due by October 19, 2026. Contract award is anticipated for November 23, 2026.
