About this opportunity

The Missouri Department of Transportation (MoDOT) has issued an Invitation for Bid (IFB) for the Fayette Maintenance Building Metal Roof Project, solicitation number IFB605CO19001250. The project involves comprehensive roof renovation at the Fayette Maintenance Building, including removing existing shingle and felt paper from the mansard roof, extending plywood roof sheathing, installing synthetic felt paper, and installing MBCI BattenLok HS standing seam metal roofing (or equivalent). Additional scope includes removing and replacing drip edges, removing seven existing thru-soffit downspouts, and installing new gutters and downspouts. The project requires installing 2x4 nailers at 24" on center over existing EPDM roofing on upper and lower roofs, with specific lumber requirements for each roof section. A mandatory pre-bid meeting was scheduled for January 8, 2019, at 10:00 am at the Fayette Maintenance Building, with an alternate date of January 15, 2019. The bid submission deadline was January 17, 2019, at 2:00 PM CST, with a project completion date set for April 30, 2019. The contract will be awarded to the lowest responsive and responsible bidder who meets all mandatory specifications and requirements.

The solicitation encourages Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation, with specific goals of 10% MBE and 5% WBE involvement. Bidders must be registered with MissouriBUYS and are required to submit a bid bond or equivalent guarantee of 5% for bids exceeding $49,999.99, with the successful contractor required to provide a 100% performance and payment bond. The project is subject to prevailing wage requirements under Annual Wage Order #25 for Howard County, and contractors must maintain specific insurance coverages, including commercial general liability ($500,000 per occurrence/$3,000,000 aggregate), automobile liability with similar limits, and workers' compensation insurance. Liquidated damages of $300 per day will be assessed for late completion. While no specific budget range is explicitly stated, the comprehensive roofing project involves significant renovation work across multiple roof sections, suggesting a substantial contract value. The solicitation does not mention any specific incumbent vendors or require integration with existing infrastructure beyond the current building's roofing system.
