About this opportunity
The City of Pittsburgh Office of Management and Budget, on behalf of the Department of Public Works, is soliciting bids for Fat, Oil and Grease hauling services under IFB 2026-IFB-161, with bids due August 28, 2026 at 2:00 p.m. and questions due August 14, 2026 at 5:00 p.m. Participation goals apply: MBE 18 percent, WBE 7 percent, VOSB 5 percent, and LGBTQIA+-Owned Business 3 percent, with required documentation of good faith efforts to meet these goals.
The scope covers pumping, cleaning, and disposal of accumulated fat, oil, and grease and bottom solids from grease interceptors at eleven city-owned facilities including recreation centers, senior centers, and park complexes across Pittsburgh neighborhoods. The city has identified facilities with existing equipment and scheduled new installations (Highland Tank AGI-20 and AGI-25 RL models). Bidders must submit fixed, firm final prices for four service categories at existing locations and four corresponding categories for additional or future locations: routine interceptor cleanouts for units of 1,500 gallons or less and units exceeding 1,500 gallons, emergency call-out services during standard hours, and emergency call-out services during after-hours and holidays. All shipping and delivery costs must be included in bid prices; the city will not reimburse separate shipping or handling fees.
The contract runs from September 1, 2026 through August 31, 2028, with two optional one-year renewal periods. Bidders must hold a valid State/County Liquid Waste Hauler license and provide a bid guarantee not exceeding 5 percent of the total bid amount. Upon award, contractors must furnish performance and payment bonds equal to 100 percent of the contract price within ten calendar days. Insurance requirements include general liability and automotive liability of $1,000,000 per occurrence and $2,000,000 aggregate each, and umbrella liability of $5,000,000, with the City named as additional insured on all policies. Award will be made to the lowest responsive, responsible bidder. Bids remain acceptable for ninety calendar days from opening.
