About this opportunity

The State Council on Developmental Disabilities (SCDD) in California is soliciting bids through an Invitation for Bid (IFB) for Family Survey printing and mailing fulfillment services. The procurement encompasses printing up to 75,000 pieces of mail containing surveys available in three versions across 20 languages (approximately 30-45 pages each, double-sided on recycled paper), along with cover letters, cover letter attachments, and promotional flyers. Each mailpiece must include a unique identifier and Intelligent Mail barcode, be inserted into a business reply mail envelope and outgoing envelope, and delivered to the W. Sacramento USPS facility using SCDD's indicia permit for first-class postage. The contractor must provide electronic proofs within 24 hours of receiving print-ready PDFs, begin printing within 24 hours of proof approval, and complete the entire mailing run between April 2026 and June 2026. The cost sheet submission must include separate line items for survey printing per mailpiece (75,000 copies), envelope printing (150,000 total), and bindery costs per piece with either saddle stitch or staple-top-left binding options. Contractors must maintain general liability insurance of $1,000,000, commercial automobile insurance of $1,000,000, and workers' compensation insurance, and must provide three professional references demonstrating similar printing services within the past five years. Written questions must be submitted by January 16, 2026, with answers posted by January 21, 2026; final bid submissions are due February 6, 2026 at 10:00 AM PT via email to Hannah Dunham at hannah.dunham@scdd.ca.gov, with bid opening scheduled for 2:00 PM PT on the same date.

A three percent (3%) Disabled Veteran Business Enterprise (DVBE) participation is required, with incentive bonuses available for DVBE participation exceeding this threshold, and a $10,000 withhold will be applied to final payment until DVBE certification compliance is demonstrated. A five percent (5%) Small Business preference applies to certified California Small Businesses, and non-small businesses may claim a five percent (5%) preference if committing to 25 percent subcontractor participation with certified small businesses. Contractors must be registered with the California Secretary of State if required by law. No incumbent vendors or current contractors are listed in the procurement documents. The State will not reimburse additional fees such as taxes, freight, or surcharges, and does not guarantee any specific work volume. Bid pricing is entirely determined by the contractor's submitted cost sheet, with no stated budget range or award value provided in the available documentation.
