About this opportunity
The Michigan Department of Health and Human Services (MDHHS) issued Request for Proposal RFP260000001208 to procure Family Preservation Family Skills Services for Ottawa County, with proposals due at 3:00 p.m. Eastern on April 7, 2026. The RFP seeks qualified contractors to provide in-home, strength-based family skills services designed to reduce child abuse and neglect by improving overall family functioning through individualized service plans. Services include modeling and demonstration in childcare, home management, nutrition, conflict resolution, family planning, and self-sufficiency support, delivered on a unit-rate basis where one unit equals one hour of contractor time providing face-to-face contacts with families, travel time to and from contacts, and travel time for unsuccessful contact attempts. The contract term spans three years from October 1, 2026 through September 30, 2029, with the option to renew for up to two additional one-year periods at the State's sole discretion. Technical evaluation will assess Experience and Qualifications (15 points), Delivery Capability (40 points), Service Capability and Understanding (40 points), and Instructions for Bidders and Vendor Questions Worksheet (30 points), with proposals requiring a minimum of 100 points out of 125 technical evaluation points to qualify for pricing evaluation and award consideration. Bidders' questions are due by March 23, 2026, and no pre-proposal meeting or site visit is scheduled. Solicitation Manager Amanda Dhooghe (517.284.2315; Dhooghea@michigan.gov) is available for inquiries.
The RFP does not establish specific set-aside designations; however, the State may consider qualified disabled veteran/service-disabled veteran-owned business (QDV/SDVOB) status as a factor in award decisions. Pricing for the contract is established on a unit-rate basis with firm pricing for the entire contract duration, with adjustments available only through documented changes in actual contractor costs via mutual change notice process. The maximum annual award is $110,250.00 for each of the three contract years, with pricing schedules requiring bidders to submit proposed hourly rates for Family Skills services and allocate annual costs for transportation and specific assistance services. Reimbursable mileage is limited to the State of Michigan premium rate or the contractor's usual employee reimbursement rate, whichever is less, covering transportation to client homes, court hearings at MDHHS request, and advocacy-related travel. The State may also consider prior performance, total cost of ownership factors, and overall economic impact to Michigan in making award decisions. Liquidated damages of $5,000 plus $100 per day apply for late or improper contract completion, and all contracts equal to or exceeding $250,000 require State Administrative Board approval.
