About this opportunity

This contract opportunity is for the Maryland Department of Health (MDH) - Behavioral Health Administration (BHA) to implement and provide a statewide system of Family Peer Support and Navigation Services to families with children, adolescents, young adults, and loved ones with a mental health, substance use, problem gambling, and/or co-occurring disorder. The contract requires the selected vendor to deliver Family Peer Support and Navigation services, as well as a Good Samaritan Ambassador Project, using trained Family Peer Support and Navigation Specialists. The contract will be for a three-year base period with two one-year option periods. Proposals are due by March 30, 2020 at 2:00 p.m. The evaluation will be based on technical and price factors, with the total proposed price being the basis for award.

The contract has a 2% MBE (Minority Business Enterprise) and 2% VSBE (Veteran-Owned Small Business Enterprise) subcontracting goal. The procurement officer indicated that an incumbent vendor may have an advantage, but the award may still go to another offeror. The state will provide guidance on allowable indirect cost rates. The Request for Proposal (RFP) does not specify a budget or award amount, but pricing will be on a firm fixed price basis.
