About this opportunity
The Colorado Department of Human Services is requesting proposals for Program Intermediaries to provide statewide oversight, quality monitoring, and growth management for five evidence-based family prevention programs under the Family First Prevention Services Act, with proposals due August 13, 2026, at 1:00 p.m. Mountain Time. Questions must be submitted by July 24, 2026, with responses posted July 31, 2026; Addendum 1 revised these deadlines from the original July 21 and July 28 dates.
Eligible vendors must be either the National Program Organization for one of the five programs (Child First, Functional Family Therapy, Parents as Teachers, Healthy Families America, or Fostering Healthy Futures - Preteen) or a third-party vendor with documented National Program Organization approval to serve as the Colorado liaison. The scope requires program site oversight, technical assistance and coaching, fidelity monitoring aligned to a statewide dashboard, trauma-informed training assurance, continuous quality improvement processes, data collection and eligibility verification, participation in bi-monthly advisory meetings, and coordination with county departments of human services and the Department of Children and Welfare. Deliverables include establishing provider qualification tracking, submitting a mid-year report by February 28, 2027, and notifying the Department within 30 days of new or closing sites.
The fixed contract value is $20,025 per year per program for which the vendor is selected; vendors must explicitly accept this amount as full compensation. The initial term runs September 1, 2026, through June 30, 2027, with renewal options for up to four additional one-year periods through June 30, 2031, contingent on appropriated funds and contractual performance. Vendors must be registered in CORE, SAM.gov, and with the Colorado Secretary of State before contract execution. The contract includes a HIPAA Business Associate Agreement requiring FIPS-compliant encryption, annual third-party security assessments, immediate breach notification, and full cost responsibility for breach response. Background checks are required for vendors with direct contact with vulnerable persons, and all work must comply with Colorado Revised Statutes and WCAG Level AA accessibility standards. Proposals are limited to ten pages per program applied for, submitted electronically via Box in zip-file format with a 15-gigabyte maximum file size. The public proposal opening is scheduled for August 13 at 1:15 p.m. via Google Meet. No pre-bid conference will be held.
