The procurement seeks qualified firms to provide comprehensive services aimed at locating and engaging family members and supportive adults for children, youth, and young adults in foster care. Key deliverables include conducting comprehensive family searches, identifying at least three connections for 90% of referrals within 60 days, and ensuring 75% of youth attend a minimum of two engagement meetings within 90 days of referral. Respondents must submit electronic proposals through the County's online bidding system by December 17, 2025, at 4:00 pm, with all questions and requests for interpretation due by December 3, 2025, at 4:00 pm. Potential vendors must adhere to strict communication protocols, with all inquiries directed to the specified procurement contact and no direct communication with other County personnel allowed. The RFP emphasizes the importance of increasing permanency options and supporting the well-being of foster care youth through strategic family engagement.
The contract is specifically targeted at private organizations, nonprofit organizations, and public institutions of higher learning located in Orange County or capable of establishing a local office. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, respondents must demonstrate the ability to provide direct services as outlined in the detailed scope of work. The contract is structured for a three-year term from July 1, 2026, to June 30, 2029, with the potential for a two-year renewal. The estimated annual budget is $375,000, with a total maximum contractual funding of $1,125,000 over the initial three-year period. Funding is contingent upon state budget approvals and federal government funding allocations, with the County reserving the right to modify or terminate the contract if funding becomes unavailable. Successful respondents must comply with various licensing standards, non-discrimination requirements, confidentiality protocols, and information technology security measures. The contract emphasizes robust compliance with California Welfare and Institutions Code and federal administrative requirements.
