About this opportunity

The Michigan Department of Health and Human Services is requesting proposals for Family Preservation and Family Assistance Program Services in Alcona and Iosco Counties under RFP 260000002381, with proposals due August 14, 2026 at 3:00 p.m. Eastern and a question deadline of July 31, 2026 at 3:00 p.m. Eastern.

The scope comprises two service components — Direct Family Assistance and Parenting Time Support — both measured and priced in hourly units. The contractor must deliver services across Alcona and Iosco Counties. A predetermined allocation of $10,000 annually for transportation is fixed by the State and must not be incorporated into the proposed hourly unit rate for Direct Family Assistance. Travel reimbursement is limited to the lesser of Michigan's state premium rate or the contractor's usual employee reimbursement rate, with mileage reimbursable for client transportation, home visits, court hearings, and advocacy-related travel calculated from the contractor's home or normal place of business, whichever is closer to the scheduled appointment.

The contract term runs three years from October 1, 2026 through September 30, 2029, with annual awards of $50,000 per year, plus options for up to two additional one-year renewals at the State's sole discretion. Unit rate pricing must account for all direct and indirect costs, including mandated insurance, and must not exceed the maximum annual award amount.

Evaluation criteria are weighted as follows: Experience and Qualifications (15 points), Delivery Capability (40 points), Service Capability and Understanding (40 points), and Instructions for Bidders and Vendor Questions Worksheet (30 points), totaling 125 points. Proposals scoring 100 or more technical points advance to pricing evaluation. The State reserves the right to award on best value rather than lowest price and may consider economic impact to Michigan, including job creation and Michigan resident employment. All proposals must be submitted electronically through www.michigan.gov/SIGMAVSS with price proposals submitted separately in modifiable format. The Solicitation Manager is Mae Simon (Simonm9@michigan.gov; 1-855-MI-PURCH); Program Manager Christen Satchwell (Satchwellc@michigan.gov) handles RFP content questions.
