About this opportunity

The Town of Fairmont, North Carolina is requesting qualifications for professional engineering services to support the Brown Street Pump Station Rehabilitation project funded by a $3 million Community Development Block Grant—Infrastructure (CDBG-I) award from the North Carolina Department of Environmental Quality, with submissions due August 20, 2026 at 2:00 p.m.

The Town actively invites submissions from small businesses, minority-owned and women-owned firms, historically underutilized businesses, and Section 3 business concerns, though no set-aside or preference program is stated as mandatory.

The scope spans two phases: development of a final engineering report (prior to Release of Funds) and subsequent final design, bid package preparation, construction administration, and inspection services. The project involves rehabilitation of existing concrete structures and piping at the Brown Street Pump Station (101 Brown Street, Fairmont, NC), replacement of pumps and pump controls, replacement of electrical controls, replacement of the failed bar screen with new equipment within the existing concrete structure, and installation of new SCADA telemetry to replace existing failed equipment. RFQ submissions must demonstrate water and wastewater experience with at least five references from the past five years, current workload and firm capacity, proposed work plan and schedule, and compliance with federal and state debarment requirements.

Evaluation criteria are weighted equally at 20 points each: general qualifications and competence, capability to meet time and budget requirements, present and projected workload, related experience on similar CDBG projects, and recent work for the Town. Payment terms and fees for both phases will be negotiated with the selected firm; all costs will be paid from CDBG funds. Award is contingent upon Release of Funds and satisfaction of funding conditions. Contact Jennifer H. Larson, Town Clerk/Finance Officer, at 910-628-9766 or jlarson@fairmontnc.gov.
